First meeting of Disaster and Emergency Advisory Board in 2020 was held with the purpose of defining policies and priorities that will be implemented as a part of protection from disasters and cases of emergency and reducing possible risks to minimum. Meeting chaired by the Minister of Interior Affairs Mr. Süleyman Soylu was held on July 13, 2020 at the Disaster and Emergency Management Authority (AFAD) headquarters.
Many academicians participated in the meeting organized at the AFAD Disaster and Emergency Management Center which was also used during the management of national disasters and cases of emergencies including the Elazığ (Sivrice) earthquake measuring 6.8 according to Richter Scale that occurred in January.
The agenda of the meeting was general views and suggestions about disasters and cases of emergency as well as technical assessment and response activities of the Elazığ (Sivrice), Van and Bingöl (Karlıova) earthquakes that occurred in 2020.
The meeting that began with the keynote speech of the Minister of Interior Affairs Mr. Süleyman Soylu was participated by the Deputy Minister of Interior Affairs Mr. İsmail Çataklı, Deputy Minister of Industry and Technology Mr. Mehmet Fatih Kaçır, Head of AFAD Dr. Mehmet Güllüoğlu, Ambassador Korkut Güngen, Boğaziçi University Kandilli Observatory and Earthquake Research Institute Chairman Prof. Dr. Haluk Özener, General Director of Mineral Research and Exploration Mr. Cengiz Erdem, TÜBİTAK Marmara Research Center Chairman Prof. Dr. İbrahim Kılıçarslan, the Chairman of Turkish Red Crescent Dr. Kerem Kınık, General Director of Turkish Red Crescent Dr. İbrahim Altan, Head of AKUT Mr. Recep Şalcı, Head of Scouting and Guiding Federation of Turkey Mr. Hasan Dinçer Subaşı, Deputy Chairman of Turkish Diyanet Foundation Mr. Abdurrahman Çetin and academicians Prof. Dr. Şükrü Ersoy (Yıldız Technical University), Prof. Dr. Zeynep Gül Ünal (Yıldız Technical University), Prof. Dr. Nedret Öztan (Bilkent University), Prof. Dr. Erdin Bozkurt (ODTÜ), Sayın Prof. Dr. Mehmet Eyyüphan Akıncı (İskenderun Technical University) and guests from distinguished universities of the country.
About Disaster and Emergency Advisory Board
The Disaster and Emergency Advisory Board which was founded according to the clause 1 of the Article 32 of Presidential Decree dated 15.07.2018 and No. 4 aims at protecting the country from disasters and cases of emergency, reducing risks during the cases of disaster and emergencies, making suggestions about activities that will be carried out in the aftermath of disasters and cases of emergencies and defining policies and priorities.
Members of the board are a representative each from the Ministry of Foreign Affairs, the Ministry of Interior Affairs, Boğaziçi University Kandilli Observatory and Earthquake Research Institute, the General Directorate of Mineral Research and Exploration, Scientific and Technological Research Council of Turkey, Turkish Red Crescent Association and five members elected among at least ten academicians dominated by the Council of Higher Education and three members designated by the Head of Board from related nongovernmental organizations.
Disaster and Emergency Advisory Board which convenes at least twice a year can also convene under extraordinary conditions upon the invitation of the chairman of the board.
