The Disaster and Emergency Management Authority (AFAD) has organized a Kahramanmaraş based national earthquake exercise between October 9 – 11 as a part of the Turkey Disaster Intervention Plan (TAMP) which is an important milestone in the establishment of a modern disaster management system in Turkey.
According to the exercise scenario, an earthquake takes place in the Pazarcık district of Kahramanmaraş city that lies on the East Anatolian Fault Line. Minister of Interior Affairs Süleyman Soylu, Deputy Ministry of Interior Affairs İsmail Çataklı, Deputy Minister of Environment and Urbanization Fatma Varank and Head of AFAD Dr. Mehmet Güllüoğlu convened at the Disaster and Emergency Management Center at the AFAD headquarters as a part of the exercise.
Exercise participated by 3 thousand 500 staff as a part of Turkey Disaster Intervention Plan began with sending warming short messages (SMS) to staff of related 8 ministries.
Minister Soylu who personally directed the exercise, received detailed information about the impact of the earthquake and related activities in the region from Kahramanmaraş Governor Vahdettin Özkan via a wireless system of the General Command of Gendarme (JEMUS). Moreover, he asked all service groups participating in the exercise to share first reports about the earthquake.
INFORMATION ABOUT EARTHQUAKE MONITORED VIA AYDES
All information collected in the Disaster Management and Decision Support System (AYDES) were monitored from the screens at the AFAD Disaster and Emergency Center.
Adıyaman, Gaziantep, Kahramanmaraş and Malatya were elected as the most affected provinces at the national level and Kilis, Osmaniye and Şanlıurfa were elected as the least affected provinces during the exercise. Apart from these provinces, 19 other provinces were elected as primary and secondary support provinces.
Neighboring AFAD provincial and unit directorates were sent to the presumed earthquake area.
EARTHQUAKE REGION MONITORED MOMENTARILY FROM AIR
Images obtained via helicopters and manned scout planes were transferred to centers during the exercise.
GMS operators were asked to send warning messages to people to limit their talks to 10 to 15 seconds and prefer internet and short messages for communications.
As a part of the exercise, press conferences were held at every 15 minutes intervals in order to offer correct information to the public.
MINISTER SOYLU EVALUATES THE EXERCISE
Minister Süleyman Soylu said during this announcement about the exercise that coordination groups based in the cities affected due to the earthquake gathered under the coordination of the governor’s office.
Noting that there are 26 working groups in relation to such type of earthquakes, Soylu stressed that the level of the exercise was 3.
Soylu said, "We are evaluating the level of our ability both at the local level and here at the headquarters and impact of the desk-based exercise. We are noting our shortcomings and successes. We are discussing how to reflect desk based exercises to the field exercises.”
Explaining cooperation among related ministries and agencies, Soylu stated that all schools in the exercise area were evacuated and patients at the hospitals were transferred in the shortest time possible.
“THERE WILL BE MOMENTS OF TROUBLE IF THIS EXERCISE TURNS INTO REALITY”
Minister Soylu said, "Sure, this is an exercise. May Allah forbid, if this exercise turns into reality, there will be moments of trouble. We are trying to take all necessary measures and send messages as much as we can by conducting such exercises.”
Noting that they will be evaluating shortcoming that will be detected during the exercise, Minister Soylu stated that AFAD will offer training about how to inform the press correctly during such possible disasters.
TO THE ATTENTION OF THE PEOPLE
Throughout the exercise that will end with the assessment meeting scheduled for Friday, AFAD asked people not to enter damaged buildings in the disaster region, leave roads open for emergency aid vehicles and not to use cell phones unless there is an urgent need and help babies, children, seniors and disabled people.
