WEB SİTESİ GİZLİLİK VE ÇEREZ POLİTİKASI
Web sitemizi ziyaret edenlerin kişisel verilerini 6698 sayılı Kişisel Verilerin Korunması Kanunu uyarınca işlemekte ve gizliliğini korumaktayız. Bu Web Sitesi Gizlilik ve Çerez Politikası ile ziyaretçilerin kişisel verilerinin işlenmesi, çerez politikası ve internet sitesi gizlilik ilkeleri belirlenmektedir.
Çerezler (cookies), küçük bilgileri saklayan küçük metin dosyalarıdır. Çerezler, ziyaret ettiğiniz internet siteleri tarafından, tarayıcılar aracılığıyla cihazınıza veya ağ sunucusuna depolanır. Web sitemizi ziyaret etmeniz dolayısıyla elde edilen kişisel verileriniz, kişisel verilerinizin işlenme amaçları doğrultusunda, iş ortaklarımıza, tedarikçilerimize kanunen yetkili kamu kurumlarına ve özel kişilere Kanun’un 8. ve 9. maddelerinde belirtilen kişisel veri işleme şartları ve amaçları kapsamında aktarılabilmektedir.
Çerezler, ziyaret edilen internet siteleri tarafından tarayıcılar aracılığıyla cihaza veya ağ sunucusuna depolanan küçük metin dosyalarıdır. Web sitemiz ziyaret edildiğinde, kişisel verilerin saklanması için herhangi bir çerez kullanılmamaktadır.
Web sitemiz birinci ve üçüncü taraf çerezleri kullanır. Birinci taraf çerezleri çoğunlukla web sitesinin doğru şekilde çalışması için gereklidir, kişisel verilerinizi tutmazlar. Web sitemizde çerez kullanılmasının başlıca amaçları aşağıda sıralanmaktadır:

Kanunun “ilgili kişinin haklarını düzenleyen” 11. maddesi kapsamındaki talepleri, Politika’da düzenlendiği şekilde, ayrıntısını Başvuru Formunu’nu Bakanlığımıza ileterek yapabilir. Talebin niteliğine göre en kısa sürede ve en geç otuz gün içinde başvuruları ücretsiz olarak sonuçlandırılır; ancak işlemin ayrıca bir maliyet gerektirmesi halinde Kişisel Verileri Koruma Kurulu tarafından belirlenecek tarifeye göre ücret talep edilebilir.
Disaster and Emergency Management Authority (AFAD) has prepared a training program for local administrators in an effort to maintain more effective disaster management. Within this framework, “Disaster Management Training Program For Local Administrators” aiming at providing expertise in the disaster management was organized at the AFAD headquarters between November 15 and 19. The training program began with the speech of Head of AFAD Governor Yunus Sezer.
AFAD will give training programs for governors and district governors who have a mission in every stage of disaster management and in charge of coordination in their areas. The program aims at allowing local administrators to become experts in disaster management and maintain more effective local disaster management.
Head of AFAD Governor Yunus Sezer made the keynote speech of the training program. Sezer’s messages to local administrators were the need to focus on risk reduction, plans that will be implemented for risk reduction, update of equipment that are used by teams during disasters, training programs and update and new entries to the AYDES.
Participants watched the introductory videos of “First 6 hours of earthquake” and “AFAD Emergency” mobile applications at the opening of the training program. Deputy Governors in charge of provincial disaster and emergency directorate of 81 cities, district governors of districts with high disaster risk and local administrators who previously worked in disaster are attending the training program. A total of 181 governors, deputy governors and district governors will get training program set of November 15 and 19. One week training program will end with an exercise.
Head of AFAD Shared Experience Learned From the Kastamonu Bozkurt Flood
Head of AFAD Governor Yunus Sezer shared experience learned from the flood at the Bozkurt district of Kastamonu during his keynote speech. Giving information about the dimension of the disaster in Bozkurt, Sezer mentioned the search and rescue activities carried out under the coordination of AFAD and experienced local administrators were already prepared and took measures in the disaster area.
Head of AFAD Sezer Focused On Risk Reduction
Stressing that importance of disaster preparedness was once more seen during the disaster, Sezer stated, “Any preparation before a disaster prevents loss of life and property. Due to this reason, we have completed the Provincial Disaster and Risk Reduction Plans (IRAP) of all cities expect for İstanbul. I request local administrators to primarily implement these plans in the areas under their authority.”
"We do not want these plans to stay in the files” said Sezer, “moral and humanitarian responsibility of any causality due to disaster will belong to all of us. Due to this reason, we must consider these plans as our constitution. AFAD is working in an effort to combine these plans to establish Turkey Disaster Risk Reduction Plan (TARAP). We are aiming at completing TARAP until the end of this year.”
“AYDES Made the Inventory of Vehicles”
Sezer stressed the importance of Disaster Management And Decision Support System (AYDES) and said that “We have made the inventory of heavy vehicle and work machine inventory of the entire country. Identity and driver information of these vehicles belonging to the state and the private sector are recorded in the AYDES and we update this information regularly.”
“TAMP Allowed Us to Form Teams Who Will Guide Experts in Local Disasters”
Concerning Turkey Disaster Response Plan (TAMP), Head of AFAD Sezer went on to say that:
“Certain measures should be taken in the field before disasters. We want all cities of the country to implement TAMP. We aim at giving training programs in order to allow all 81 cities of the country to work in synchronization. We have formed a 60 member team out of 26 work groups of TAMP. This team will be divided into 20 member teams and visit every city to give training programs. In case of a disaster, these teams will guide other teams and work with them.”
“Allah forbid, in case of a disaster in İstanbul, all teams from other cities of the country must be able to work in the city in every neighborhood and district of the city. They must know what they must do according to the system,” said Sezer.
“TAMP Provided the Establishment of Local Support Teams”
Reminding that AFAD started a pilot study in 5 cities in order to form a local capacity that will respond to disasters, Sezer noted that they have completed the pilot study in Düzce and established a 180 member local team in the city.
"We have formed local support teams by defining a certain ratio according to the population of the city to the number of personnel employed in municipalities and special provincial administrations. These teams and their equipment are ready to respond disasters. Pilot study continues in Bursa, Kocaeli, Çankırı and Konya. We are planning to expand this study in all cities of the country,” said Sezer.
20 thousand village guards will attend training programs
Sezer stated that AFAD has decided to give training programs to approximately 20 thousand village guards.
